Speaking out the truth can be viewed differently than being truthful. We are to always be people of truth, but that does not mean that we always speak out. There are times when saying nothing is the right response and other times when we should or must speak. Thus, without more to go on (context) it would be difficult to even to attempt to offer a response.

IE:  I might see the truth in that that dress you're wearing is very ugly, but I shouldn't speak it out.  LOL
