One of the interesting things about Philip''s visit to Samaria is the fact that altough the Samaritans had been baptized in the namr of Jesus they still had not received the Holy Spirit.
There was a separation of water baptism and Spirit baptism (Acts 8:16-17).
Two other occasions mentioned in Acts report separate water and Spirit baptisms. One is the case of Cornelius (Acts 10:44-48) and the other is that of disciples in Ephesus (Acts 19:1-7). All the other baptisms make no mention of separated water and Spirit baptisms. These three cases are the exception, not the rule.
BTW Ernie Harwell, retired radio announcer for the Detroit Tigers, was raised in a good Methodist home in Washington, GA, and became born agai when he attended a Billy Graham crusade. He was rebaptized in the Jordan River! I like that.
