I don't really think there is a strategy. We live in Love...shine our light..and be salt.. Pray that God will open their hearts to see Him. They have the freedom to say 'no'...
The Holy Spirit is the One who softens hearts..our part is to be obedient and Love others regardless of the circumstances we find ourselves in. And Rejoice always.

That's a good question, I've asked it myself on different ocassions. There is no one strategy or technique, but mulitple ways we can reflect Christ and introduce someone to Him. I think we should use whatever resources we have, including prayer, and allowing the Holy spirit to do His work in us so that people can see change. I am curious, what is your answer?

Yes, fast and pray. Fast and pray. Fast and pray. Do not attempt to talk to an unbeliever without seeking God first, praying and fasting for them, obey the Holy Spirit in everything, if He tells you to tell them " Jesus loves you" then do it, if He tells you to back off, then do it.

Seek God, fast and pray, yes, it is so important to live a godly life before them, a joyous peaceful loving godly life with our speech and actions, this is what our lives should be like anyway according to the Bible. Anyhow, the Word of God says we do not fight against flesh and blood but against powers and principalities...
Matthew 11:16"To what can I compare this generation? They are like children sitting in the marketplaces and calling out to others.17"'We played the flute for you, and you did not dance; we sang a dirge, and you did not mourn.18 For John came neither eating nor drinking, and they say, 'He has a demon.' 19 The Son of Man came eating and drinking, and they say, 'Here is a glutton and a drunkard, a friend of tax collectors and "sinners."' But wisdom is proved right by her actions."
I think Jesus is showing us here in Matthew that no matter what we do, we can be Christians who are doing the right thing in the eyes of the people or Christians who are not, it does not matter, they are not going to listen because of the kind of people they are and not because of who we are and what we do.
There is people out there like thomas, he had to see Jesus face to face and touch Him to believe. If you are someone who is praying for somebody who is not believing at the moment, do not give up, just make sure you totally depend on the Spirit of God to lead you, pray for them to encounter Jesus like Thomas did, maybe you are not the person to bring them to the Lord and you should be okay with it, pray for their hearts, for healing in their inner man, things they heard when they were young, set ways, unforgiveness.

We understand that is the Holy Spirit who has to work in the heart of men as He worked on ours, but our testimony does speak louder than words, not with everybody, but with those God calls.
John 3

Nicodemus is asking a very good question here and Jesus does not tell him, well pray like this and you will be saved. Jesus tells him, look being born of the Spirit is like the wind that comes and goes wherever it pleases, so basically Jesus is saying God is the author and the finisher of our faith.
One cannot force an individual to come to Christ. I believe a person reaches a turning point in their life when they need our Lord, and will realise that Jesus is the answer to everything. Many, many people live their lives without giving a second thought to God and salvation. Some live comfortable and 'happy' life, in a material sense, and others struggle through this life and blame their struggle on God for their situation.
In the secular world, people are rather hostile when you mention God and religion. This is because these people are living in sin (contrary to what the bible and God demands). Many missionaries fail because at that particular time in people's lives they do not need God. However, whenever there is a tragedy such as an earthquake or any other kind of disaster, the first word that comes out of their lips is 'oh my God help us'.
So, to answer you question is there a strategy? My simple answer is NO.
What do you think is the best way to help unbelievers in God? There is best way to help people, otherwise everyone on earth would be a believer.
Don't forget that satan is working overtime to thart God's plan for humanity and sadly, it looks loke he is winning.
THERE IS NO STRATEGY BUT THERE IS WAY. So what is the difference between a strategy and a way?
Strategy you have intentions, a way is a path, JESUS IS THE WAY. JESUS IS THE ANSWER.

Did you not know that even when talking to unbelievers the light in you that comes from God is actually shining, but they do not see it, For instance in the bible we constantly read about Jesus and his encounters with the Pharisees, now who is the light and who is in the dark? We are like the light in darkness. Was your presence to an unbeliever nothing or was it bright? I hope that your presence in front of whoever God brings to you is bright. Less words with an unbeliever the better. Better yet in the bible it says this
2 Corinthians 6:14-18
Do not be yoked with those who are different, with unbelievers. For what partnership do righteousness and lawlessness have? Or what fellowship does light have with darkness? What accord has Christ with Beliar? Or what has a believer in common with an unbeliever? What agreement has the temple of God with idols? For we are the temple of the living God; as God said:
“I will live with them and move among them,
And I will be their God
And they shall be my people.
Therefore, come forth from them
And be separate, “says the Lord,
“and touch nothing unclean;
Then I will receive you and I will be a father to you and you shall be sons and daughters to me,
Says the Lord Almighty.”
Now if an unbeliever is curious to know about God and they are asking questions then be prepared to answer them with the truth and the right answer do not be ignorant to talk about God and then not know how to explain how you have come to know Him. Pray before you even speak so that the words that you speak may are words of wisdom that bring understanding and are full of knowledge that comes from God. Have faith in God, hope for your light to shine brightly to attract others, and love one another just like Jesus has loved us.
The Book of Sirach (Ecclesiasticus) Chapter 5:11-17
Sincerity in Speech
“Winnow not in every wind,
and start not off in every direction.
Be consistent in your thoughts;
steadfast by your words.
Be swift to hear,
but slow to answer.
If you have knowledge, answer your neighbor;
if not, put your hand over your mouth.

We never know who will come to us and we do not seek our own interest but only hope for more lives to be saved. We do not know what will come in the next moment or two but what we know is to love. God works in mysterious ways and every time you meet someone do you not know that you are shining the light of God (if living in the spirit), I hope so? Would someone who comes to you not want to know you? Do you think that an unbeliever would be attracted to come to you if they saw brightness in you? Do you think a miserable unbeliever would want to go to you?
You can choose to walk up to an unbeliever to preach to them but what do you think that will do to the person? The person might steer away or think otherwise; actions are important and actions are powerful indicators of who you are, do you want to be forceful? Is God forceful? Does Jesus force you to believe?
(You can say you love Jesus and say you know him but if I see you stealing and doing all kinds of evil things or even speaking foul language then what am I left with? A hypocrite, someone taking God in vain? A person who is ignorant and does not follow the commandments of God?)
Essentially what I am trying to convey here is that there is no strategy because when one lives to trust in God there is not reliance on us to make people believe, but rather reliance on God through prayer and that in HIS
own timing people will come to know HIM. We walk in faith. Be friendly and loving and have compassion for people struggling in faith let the light come like wind that passes without knowing it was ever there.
God is a mystery of Goodness and he works in ways that we will never know, every day we live in the spirit to bring Glory to God without knowing what to do. You may have a plan ready for the day but how do you know that that was THE PLAN? Is not all things good come from God? Do not be fooled by the devil of what is “GOOD” like desires and pleasures of this world, but GOODNESS that brings forth peace and love.
PRAY, FAST, GOOD ACTIONS IN THE SPIRIT DO NOT BE A HYPOCRITE, NO STRATEGY; BUT A WAY, EVERY DAY IS NEW AND USE THE GIFTS GRANTED UNTO YOU TO BRING GLORY TO GOD. YOUR ENCOUNTERINGS WITH OTHERS LEAVES A TRAILING LIGHT LIKE THE WIND THAT COMES AND GOES WITHOUT TAKING NOTICE. WE DO NOT DO THINGS INTENTIONALLY WE JUST KNOW THE TRUTH THE LIFE AND THE WAY BECAUSE WE KNOW JESUS AND WE LIVE IN THE LIGHT WALKING IN FAITH.
“WE ARE THE LIGHT OF THE WORLD LET OUR LIGHT SHINE BEFORE ALL THAT THEY MAY SEE THE GOOD THAT WE DO AND GIVE GLORY GOD”

When I do anything for the Lord, I use the following strategy, I try to do it as if all depended on me, I put forth my best effort in other words. If I am going to preach, I study the topic/sermon in depth. If I am going to evangelize I keep in mind the most common questions that I will probably be asked etc...But I do this knowing that the results and everything else in the process is completely dependent on God’s guidance and will, so I pray asking that He uses me, that it be Him and not me when I preach or talk to people.
We do not have to run away from the word strategy as if it was a bad thing, because is not. We need to plan, we need to have a strategy, a Godly one, all the time being very aware that God can change it at his good pleasure. So more importantly then anything else, we must WALK IN HOLINESS SO WE CAN HEAR THE VOICE OF GOD DIRECTING US TO HOW TO DEAL WITH EACH INDIVIUAL SITUATION AND INDIVIDUAL PERSON HE ALLOWS TO COME INTO OUR LIVES.
