I came across this quote from Martin Luther:

"Sin and conscience torment us, but Christ has overcome these fiends now and forever."

Which has me wondering, is the conscience tied in with the law, and if so, does it die when we are no longer under the law?

So is conscience replaced by the Holy Spirit working within the born again believer?

No. Then Paul, looking earnestly at the council, said, “Men and brethren, I have lived in all good conscience before God until this day." Acts 23:1

This being so, I myself always strive to have a conscience without offense toward God and men. 

who show the work of the law written in their hearts, their conscience also bearing witness, and between themselves their thoughts accusing or else excusing them) Rom 2:15

I tell the truth in Christ, I am not lying, my conscience also bearing me witness in the Holy Spirit, Rom 9:1

i guess he was talking specifically about a despairing conscience then, which would make sense in the context of the quote...
