To be fair there are more than two sides regarding this view and the lines between the various views are not easily defined in all cases.
The real question is not can bishops change the apostolic faith, but what has a person done regarding Jesus? There is only one faith and one Lord. Jesus is both the sacrificial Lamb and at the same time the one true High Priest. He is the Savior and Redeemer. Father God is not going to ask us how well we obeyed our pastor or our bishop or any man for that matter. What will matter is whether we love the Son and have we surrendered our lives to Him seeking to obey Him. Is He our Savior? Have we come under the blood that washes away sin? Have we become a child of God through the transforming work of the Holy Spirit, or did we simply play at religion?
The Bible tells us that there is only one mediator between God and man. That mediator is Jesus and no other. So, to your basic question. It matters not whether a person is called pastor, bishop or grounds keeper as long as they are pointing and leading people to Jesus who died for them and offers them new life. If any point to the religous system instead of Jesus, or make Him secondary to thier system, they are in error.
