All people are sinners. There's no ambiguity here. This is a main and plain teaching clearly set forth in God's Word. All of us, believers and unbelievers alike, without exception, are sinners. We all fall short of God's glory (his standard is perfection: perfect obedience to his laws).
Here the Apostle Paul, addressing the church at Rome, is quoting from Scripture -- specifically, Ecclesiastes 7:20:
This message, "there is no one who does not sin," is repeated in 1 Kings 8:46 (ESV).
Returning to the New Testament, the same message is found in First John 1:8-10 (ESV):
What else? Well, to follow sound hermenuetics, it's helpful to read this verse in context so that the meaning intended by Paul, writing under the inspiration of the Holy Spirit, is clearly stated without any spin on my part.

True. With few words, plainly spoken, you say what I took far too many paragraphs to say. :-)
Most Bible verses aren't intended to be read alone and stand alone. They need to be read in context. Otherwise, God's intended meaning can be twisted and misunderstood. But this verse is an exception. Like John 3:16, it's so direct and clear as to intent and meaning that it can stand alone.
