Can anyone explain this?  Who is holding back lawlessness that will be taken out of the way?

It is referring to the Holy Spirit. His restraining of evil will be withdrawn in the end of this age. Some think this means He will be removed, but that is an impossibility since God, and specifically the Holy Spirit here, is omnipresent. He has been and will always be present. Though He is present He need not be manifested and active.

 

A simple way of viewing it is when we remember that Satan only has constituted authority he (Satan) will be empowered by the removal of some constraints that will enable him to fulfill what is prophesied regarding the antichrist, the beast and the false prophet, to name a few end time events that are being restrained at this time from happening.

Thanks.  This is one time reading Gill's commentaries was way less than helpful.  All he spoke about was the Romans and his explanation didn't sit right with me.
